“Ethan Zuckerman”:http://blogs.law.harvard.edu/ethan/2004/02/27#a138 has produced an interesting paper on blogging as a political force in the Third World – commenting on the enthusiasm for Internet-mediated political debate expressed by Jim Moore in an essay “The Second Superpower Rears its Beautiful Head”:http://cyber.law.harvard.edu/people/jmoore/secondsuperpower.html and by Joi Ito in “Emergent Democracy”:http://joi.ito.com/static/emergentdemocracy.html. I blogged about the latter essay “some months ago”:https://blog.org/archives/cat_best_of_blogorg.html#000687.

He warns astutely:

“If that group [enthusiasts for ‘weblog democracy’] forgets that they’re outliers in terms of larger society and fails to include others in the shaping of these technologies, it’s unlikely that these tools will be useful to the wider world”.

He also suggests that bloggers can’t provide a critical alternative to the mainstream media when a region is not adequately covered:

“When journalists don’t cover parts of the globe, webloggers are like an amplifier without a guitar – they have no signal to reinforce. There aren’t enough bloggers in eastern Congo to give us a sense for what’s really going on.”

He suggests that Third World expats writing about their own nations from abroad and (though he doesn’t explicitly say this) First World expats writing about the countries they are visiting or trying to help could help fill the gap in coverage of third world issues and give the rest of the world a personal view.
He notes the weakness of this proposal:

these discussions are open only to people with the access to the Internet (which cuts out people in countries who censor, people in unsderserved rural areas, as well as people who don’t have money to spend time online); primarily open to people who speak and write English well; primarily open to people who can afford to spend time online engaging in these dialogues (cutting out many people whose jobs don’t afford them the luxury of working in front of a CRT).

He highlights some interesting solutions to the problem of language and cultural barriers to mutual comprehension – “Blogalization”:http://www.blogalization.info/reorganization/, for example, encourages bloggers who can speak foreign languages to translate interesting posts and news items into other relevant languages (chiefly English) – acting as a volunteer news agency. “Living on the Planet”:http://www.livingontheplanet.com/about.html is similar (but only translates to English.
In the end, he acknowledges:

Generally speaking, though, in most developing nations, the Net is not the obvious place to look for political change. So few citizens are online, and those who are generally are atypically wealthy and powerful that the Internet is a poor way to reach the grassroots. Instead, it’s useful to think about what media are analogous to the Internet in developing nations. One likely parallel is talk radio.

He seems to suggest in his conclusion that the “solution” to ensuring that the third world can part lies with the toolmakers – a technical fix.

But a real solution, I suggest, would have to involve a lot of grassroots capacity building work to ensure that a broad range of people in these countries (not just the elites):

1) have access to the technology
2) have the time and literacy to engage with them and
3) are listened to by those with power in their countries.

Big (some might say impossible) preconditions but without them a Third World Blogosphere would be an elite echo chamber. I fear that if tech boosters succeed in persuading developing country governments to foster a burgeoning blogosphere in their countries it would just serve to further benefit the articulate middle classes and elites in those countries who already have influence.

I’m getting to this one rather late but I found an excellent article by Barry Flynn expressing disappointment with the UK Government for its failure to require digital terrestrial TV to have a return path. Now the horse has bolted – many digital terrestrial customers have already bought set-tops without modems and it will be hard to get them to switch if the Government wants to encourage egovernment or edemocracy applications through digital TV.

The TrueMajority Oreo video is to my mind a very well-crafted political ad (done as a Flash animation). It shows dramatically just how much money goes towards US national defence and how much goes to – say – renewable energy programmes or food aid.

It gets around what I see as the biggest problem there is in trying to tackle macroeconomic issues seriously – nobody outside of a few policy wonks can juggle government programs costing hundreds of millions and billions of dollars and keep them all in proportion.

“TrueMajority.org”:http://www.truemajority.org was founded by Ben Cohen of Ben and Jerry’s fame and is a broad-based liberal lobbying organization based around getting people to respond to monthly action alerts and send faxes to their political representatives by filling out web forms. I suspect fax deluges are getting to be a discredited tactic as they are relatively cost-free for the participants – I hope that truemajority will take the “Dean Road” instead and start getting these people to organize themselves.

Here’s a topic that continues to run and run. Will Davies compares Internet-mediated ‘democracy’ to the ‘democratic’ governance of, for example, foundation hospitals and warns that the quality of the results depends on wide participation. He also says, ‘any democratic society rests partially on an undemocratic element, such as the US Supreme Court’, suggesting that moderators may keep things running in a similar way in online discussions. While apathy is indeed a barrier to widespread political participation online I think Will understates the importance of the digital divide here as well.

His musings were prompted by Clay Shirky’s oddly upbeat musings implying that the occasions where online polls come up with results that are unrepresentative (as with the Radio 4 “let us shoot burglars” poll) are part of the ‘glory of this medium’.

For the gloomier side of this picture, check out this depressing posting from Dan (ex Up My Street) about how vociferous local racists are taking over that brave experiment in giving local communities a voice. He blames a lack of moderators and the fact no system of user-managed moderation is possible.

David Wilcox “blogs here in detail”:http://partnerships.typepad.com/civic/2004/01/nonprofit_tech_.html about a research report from Jeremy Wyatt at a regeneration consultancy, “Hall Aitken”:http://www.hallaitken.co.uk/. It suggests UK Online centres should be less in libraries and more in community centres and integrated with the voluntary and community sector, but says nonetheless that they are largely successful in reaching those they target (disadvantaged people who wouldn’t have Internet access elsewhere).

By sheer coincidence on the same day I came across a paper by “Dr Neil Selwyn”:http://www.cf.ac.uk/socsi/selwyn/ in the September 2003 edition of the journal “Information, Communication & Society”:http://www.tandf.co.uk/journals/titles/1369118x.html – unfortunately not publicly accessible (unless you are an academic with a subscription – if so look “here”:http://www.ingenta.com/isis/searching/ExpandTOC/ingenta;jsessionid=3ok9ubgqnr53e.circus?issue=infobike://routledg/rics/2003/00000006/00000003&index=5)
The paper seems to be largely based on “a report Dr Selwyn did for BECTA”:http://www.becta.org.uk/page_documents/research/digidiv_selwyn.pdf in any case (which is publicly accessible).

Anyway here are some key findings:

…The survey data suggest that, in terms of people’s effective access to ICT, public access sites have a relatively slight profile when compared with household and wider family access – perceived to offer ready access to ICT by only a minority of respondents. Moreover, when the use of these public ICT sites is examined, there is little evidence of public ICT sites attracting those social groups who may otherwise be excluded or marginalized from the information age.”

Update:Jeremy Wyatt himself was good enough to comment on this post. He said:

“I can see where you have seen a contradiction in the two reports but actually they don’t conflict in any way. As as researcher you’ll forgive me for suggesting you read the whole of both reports…we actually quote the work Neil and his colleagues did in our report.

One of the thrusts of Neil’s report is that people don’t use public internet access points much. The thrust of ours is that UK online centres have helped to introduce the internet to many new users and helped many gain skills and confidence. Our report stresses the introduction and skills services. It does not confirm or deny that public internet access once you have these skills is a viable approach. It refers to Neil’s work to suggest that there is data to suggest the opposite.

But, and its a big but, things change fast in this field and maybe public internet access has a big future once its ubiquitous.”

Mea culpa! I don’t have time to go more into this at the moment but I do encourage people to read both reports. Like Wyatt, Selwyn suggests that siting UK Online centres out of libraries, schools, colleges and museums would help and suggests

“another alternative strategy would be to develop a shift in emphasis away from community sites towards developing systems of community resources, which can then be loaned into people’s houses, thus building upon and augmenting people’s existing access to and use of ICT in friends’ and relatives’ houses.”

However he concludes pessimistically, “Although proving useful for those that use them, it appears likely that such sites will only ever fulfil a limited social role and are certainly not a panacea to the perceived inequalities of the information age.”

I share his pessimism because I feel not enough is being done to explain to disadvantaged people how what is on the Internet is relevant to their needs (and particularly not enough is done to encourage them to contribute themselves – which would help in turn to narrow the relevance gap).

I hope at least that the common recommendation of both reports – moving public access closer to where the public actually likes to hang out – will be listened to. To its credit the Office of the e-Envoy in its “annual report”:http://www.e-envoy.gov.uk/assetRoot/04/00/60/69/04006069.pdf seems to be taking this on board to some extent. The Government is funding ‘get online’ initiatives with the voluntary and community sector and spending around £3m (not a lot admittedly!) through Culture Online to, “engage hard-to-reach audiences, encouraging them to discover the potential of new digital technologies (p. 11)

It’s good to see the UK government has ambitious plans to ensure its citizens have Internet access. Recently British Telecom (responding no doubt to government pressure) announced it will guarantee that all of Britain will have “broadband availability by 2005”:http://news.bbc.co.uk/1/hi/technology/3276621.stm – possibly to be accomplished using new “radio broadband”:http://news.bbc.co.uk/1/hi/technology/3323681.stm technology it is testing.

More impressive still, it now seems the Government is promising “home access for all”:http://news.bbc.co.uk/1/hi/technology/3320967.stm – ‘every home in the UK should have a connection to online services through a digital network by 2008 – whether through a personal computer, digital television, mobile phone or other device’.

Of course this is not as marvelous a promise as it seems since it is not a commitment to provision of the full Internet – only nebulously-defined ‘online services’ – almost certainly limited at the margins to email and basic government services. It also says nothing about likely user costs or incentives for use (without which the theoretical capacity to connect will likely languish unused in the third of UK households who don’t already have Internet access).

David Wilcox posts a link to “twelve academic reports about technology and everyday life in Europe”:http://www.lse.ac.uk/collections/EMTEL/plan.html recently published by the “European Media and Everyday Life Network”:http://www.emtel2.org/ and suggests given their usefulness that a user-friendly version should have been written. Indeed it should but one could argue that it is not necessarily the role of the academic to produce such a summary.

To some extent the complexity of the language does stem from the fact that the papers are aimed directly at an academic audience and only indirectly at the wider public (as “Prof Roger Silverstone”:http://www.lse.ac.uk/collections/media@lse/whosWho/rogerSilverstone.htm, one of the report’s authors, responded).

As far as I can make out there are four possible paths from academic research to policy:

  • paper -> policy (rare – as papers are usually not widely read or readable outside their intended audience)
  • paper -> journalist/writer -> policy (here is where hopefully someone like David Wilcox or myself might fit in)
  • paper -> academically-trained civil servant -> policy (does this happen often? I hope so, but lack evidence)
  • paper -> academics -> students who eventually become politicians/activists/journalists etc (the ‘mainstream’ way academic knowledge gets used – rather slow and indirect but, I hope, effective)

I would be curious to hear from my readers which road to academic policy influence is most effective and how academics with interest in policy could help the process along.

Getting back to these particular reports, many academic papers these days come with abstracts – a hundred words or so providing a summary of what the research has found – and often keywords as well, for integrating into databases. It is a shame that the ‘house style’ in this instance seems to be not to have such a summary. There are abstracts for the project reports but these are easy to overlook on the report web page and they are themselves several pages long.

David Wilcox’s observations point to a possible need for a second abstract for academic papers aimed at policy questions – one that tries to give the layman an idea of the paper’s findings without touching on the theoretical background- even if all that does is get the layman to ask an academic friend to take a look at it for them!

Scott Burgess of The Daily Ablution has done “a little digging”:http://dailyablution.blogs.com/the_daily_ablution/2003/11/a_look_at_ican_.html about the people behind the “iCan project”:https://blog.org/archives/cat_egovernment.html#000899 and is unhappy with what he has found – one of the iCan ‘roving reporters’ “Stuart Ratcliffe”:http://www.bbc.co.uk/dna/ican/U517705 is backing an “anti-war group”:http://www.bbc.co.uk/dna/ican/club32 on the site, which he sees as problematic given the BBC’s claim to be impartial. Well, I would be surprised if any BBC reporter, particularly one with a political ‘beat’ had no political opinions at all, but it was pretty unwise of Stuart to back a group through the site – particularly since it will then make it pretty well impossible for him to report on the group and be taken seriously!

On the other hand, I think it is a legitimate point of view to suggest that it is better that all reporters should be open about any political views they may bring to their coverage, then strive to ensure that these don’t bias their actual reporting (which is after all the important point). It’s only possible to ‘adjust for’ a reporter’s views, after all, if we know what they are.

As for whether iCan is biased, I suggest we need to withold judgement and see if there is any evidence of preferential treatment in the way the site is run rather than rushing to judge the people who run it by their expressed private views.

What a good idea from “Tom Steinberg”:http://www.tomsteinberg.co.uk/ – mySociety.org. His recent “piece in the Guardian”:http://www.guardian.co.uk/online/chatroom/story/0,12529,1073754,00.html explains the idea better than I could, but basically the idea is to provide a way for private funders to pay for inexpensive but useful websites that are not commercial but which the UK government doesn’t feel it is able or willing to produce.

There are already a few interesting ideas on the site including mobile phone-based “car sharing”:http://mysociety.blogs.com/mysociety/2003/10/mobile_phone_lo.html and websites to facilitate “local swapping of power tools, lawn mowers etc”:http://mysociety.blogs.com/mysociety/2003/10/local_swap_shop.html I hope it will go on to be the start of something big.

Already he has something which other sites of this kind usually don’t – he has some money he can offer to kick-start these projects. It’s only £10,000 so far but it’s enough to get people to put in bids…

Some very useful-looking web tools to help UK citizens to hold their national representatives (MPs) to account and to organize offline and online campaigns for change. Public Whip takes publicly available information about all Westminister MPs and brings it together in an easy-to-view manner. You can see how often your MP votes, how often they vote with their party and, most importantly, how they voted on specific issues.

“iCan”:http://www.bbc.co.uk/dna/ican/ from the BBC is a long-awaited site (still in beta) designed to enable and encourage community activism. It includes advice from activists, tools to link grassroots campaigns to larger organizations, and roving reporters who will publicise success stories. If it is done right this could be big (but if it is too successful it could involve the BBC in some interesting rows!). One interesting thing I notice already – I don’t know yet whether this is crucial or a weakness – is that to register you are encouraged to give your real name. For most online communities this would be an advantage, but if I were starting a campaign on something controversial I might not want to do so in a way that could allow employers to identify me. Of course, there’s nothing in the BBC’s registration process to prevent you from lying…
