At least this report from Veritest seems to suggest so. Mind you it was commissioned by Inktomi. Inktomi in many ways now uses similar techniques to Google (link pop etc.). Especially since they are not under such constant attack by search engine optimization companies, Inktomi may very well improve relatively to Google.
