D.M. Gorman “writes”:http://www.policyreview.org/FEB03/gorman.html in Policy Review about policy researchers (in this case health promotion researchers) who claim to be scientific but resist evaluating their projects using measurable outcomes. He recounts the hostility he encountered when he tried to challenge the validity of a project he encountered. He also cites the example of “Dr Nina Wallerstein”:http://hsc.unm.edu/fcm/docm/faculty.html who wrote a paper about the evaluation by a government agency of a health promotion project in New Mexico:

Rather than assessing program outcomes, what Wallerstein chooses to do is describe her “learnings” (sic) concerning “the power relationships between myself as evaluator and the communities during the implementation of the evaluation…” The agency seems not to have shared Wallerstein’s emancipatory ideology and by the second year of the project had the temerity to demand more accountability from the community groups in terms of the actual activities that were being undertaken. For Wallerstein this was not a case of the state government acting responsibly with tax dollars, but rather an expression of the “illegitimate abuses of power over others by the funding agency.”

True to her postmodernist creed, Wallerstein challenges the positivist social scientist’s claim to objectivity and value-free science, claiming instead that science is just one of “a multiplicity of truths” and the researcher just one of many storytellers and interpreters of what happens in the world. Even worse, scientific data represent the “power/knowledge” discourse of positivist researchers, and this is frequently at odds with the “subjugated knowledge” of the community at whose expense they pursue their own interests.

Without reading Wallerstein’s paper in full, it is hard to really judge whether she was deserving of the criticism Gorman heaps on her, but he certainly identifies an interesting issue – whether postmodernism has a place in social science which is being applied to achieve practical goals.

I was watching Alexander Nevsky the other day and I noticed something very odd. I distinctly remember from somewhere that there was a famous scene where… (spoiler ahead!)

I have been going through the list of sites which visitors found this blog through and found some interesting results.

Whatis? is a handy dictionary of technology terms and a few weeks back it apparently nominated this weblog as one of its “Favorite Technology Blogs“. Thank you whoever put me on that list and I hope visitors find what they are looking for.

Also thanks to Kevin Morris at Becta for putting this weblog on a list of good weblogs for UK Online centres.

It’s nice to get visitors from French and Italian weblogs, and I’m gratified at the people from around the world including Brazil, Indonesia and Malaysia who have written in to ask to see some of the papers I have written.

On a lighter note, I noticed a few people coming from “http://www.web-shite.co.uk/” (now Roraz.com) which seems to specialise in linking to sites that are either gross or pornographic. I couldn’t figure out why until I noticed this entry for bl0g.org: “The mother of porn blog/user intergration/dirty/filthy/websites on the net. Either that or someone seriously needs to get a girlfriend.” Yes it’s pretty much as described and no it’s nothing to do with me! The difference one letter can make…

P.S. Someone recently wrote me to say that he read my weblog wasn’t going to be updated after Nov 2002. “TypePad”:http://www.typepad.com/ (the all singing all dancing hosted weblog service I mentioned here which comes from the same company that does my weblog software) has now launched and costs $4.95 to $14.95 a month. Looks like Blogger (which has a free option and offers free hosting through “Blogspot”:http://blogspot.com/) gets to keep its market share.

Can’t fault them for trying to tap the “high end” blogger customer though – they have to get money somehow! I just finished reading Technology and Social Inclusion: Rethinking the Digital Divide by Mark Warschauer and I was bowled over. There seems to be a gulf between what the BBC reported its head to have said and what a transcript of the speech revealed. There has been some excited discussion by Danny O’Brien and Alan Connor (and, inevitably, on Slashdot and kuro5hin) that seem based on what they would like this announcement to be rather than what it is.

Matt Jones (who works at the BBC) says the move is, “brave and disruptive – and will have to be executed as such, with no half-measures or compromises to vested interests.”

In fact, while BBC News’ summary suggests Dyke said the Creative Archive would contain “all the corporation’s programme archives”, the speech actually promised to allow “parts of our programmes, where we own the rights, to be available to anyone in the UK to download” (emphasis mine). Nothing there about all of the BBC’s archives. And the example he uses – kids downloading, “real moving pictures which would turn their project into an exciting multi-media presentation” make it sound like a collection of digital clip-art.
