I have started to get reproducable system crashes on my Windows 2000 PC. They happen when I scroll up or down the page in Mozilla 1.1 (but only on certain pages – Salon’s was one recently, and the release notes for Mozilla 1.2 beta was another), and when I paste new Diplomacy orders into Realpolitik.

The only thing these two programs have in common that I can think of is that they are both open source. When the machine crashes, I can at first move my mouse around but not interact with anything on the screen. If I press the mouse button or a key enough the system locks up altogether so I have to switch it off. Oddly, if I do switch it off, it switches itself on again at once…

Has anyone out there experienced anything like this? Do you have any idea why it might happen? Would it be sensible of me to upgrade my machine from Windows 2000 to XP in the hope that might solve it?

[Later] It turns out that the driver for my ATI Radeon graphics card was to blame. Unfortunately, when they do a bug fix they don’t explain why it was that the bug occurred in the first place. I wonder what it was about those programmes in particular that caused the bad interaction? According to the BBC 62.89% of Irish voters have backed the Nice treaty in a referendum meaning preparations to finalise the admission of ten new countries (mostly in Eastern Europe) in 2004 can proceed. It will cost current members a lot over the next few years to help bring countries like Slovenia closer to the European average but in the end if all goes well this will help to form a bloc of more than 500 million well-educated consumers all adhering to liberal democratic values and norms of government.

New Scientist (who I used to write for) reveals that Philips is working on a smarter alternative to DataPlay’s little recordable discs. These “SFFO” (Small Form Factor Optical) discs would store 4Gb each (instead of the DataPlay 250Mb per side) and will be available in players costing as little as £70… if you can wait two years. Senegalese farmers are using WAP to find out the latest market prices for their goods. Handy for the farmers – not so great for the traditional middlemen… And according to the BBC’s story, “Prices are kept low and farmers pay for the service as part of a deal between Manobi and the national telephone company.” I wonder what will happen if this arrangement breaks down, and whether the project can scale past the 150 people using it so far. Still, it’s nice to see people trying something a little different…

I have just found out about Zoe, an email handling application that sounds like it does just what I have been waiting for something to do – it puts my mail into a properly searchable, web accessible database. Instead of using simple keyword searches or remembering where I filed it I should be able to just google for my mail – from anywhere in the world. The software is in an early stage of development, however, and it looks as if it could be a little difficult to get set up for the first time.

Has anyone used it yet? Anyone fancy trying it out? If so, please share your experiences using the comment feature below.

In E-Government Bulletin last month (only now published on the web) there is a report of an interesting meeting I attended aimed at helping UK civil servants to produce a paper on e-democracy.

It is followed by an editorial by me on how ICT can be used to re-engage people in the political process (my view, in brief, is that technology won’t change anything unless the Government visibly responds to the opportunity it provides).
